The meeting began about 6:15 PM- (bad weather tonight- waited for members to arrive). Meeting adjourned at approximately 8:30 PM

Chapter Operating Fund- $ 1, 640.92 . Renee has received a signature card from Appleton Thrivent for the checking accounts. As Gene Christensen is out of town and unable to sign a signature check, Renee has offered to put current expenses on her charge card to be reimbursed later.

Admission of New Chapter Thrivent Members- Postponed til Tuesday, March 4th meeting

1. MERIT (Monroe Emergency Response Inter-Agency Training) Center
Renee introduced Lane Heins, Deputy Fire Chief and explained that he was attending to inform of us the Merit Center in the hopes of receiving supplemental funding for their upcoming fund-raiser.
The MERIT (Monroe Emergency Response Inter-Agency Training) Center is the newest joint project between the Monroe Fire Department and Blackhawk Technical College. The MERIT Center is a 6-acre site in the Monroe Industrial Park that will be geared to training and educating the emergency services (firemen and policemen personnel) of local areas, as well as, private industry employees. It will be equipped with various props for multiple forms of training simulations, including extinguishing fires, rescue and search efforts, as well as educational purposes and state testing.
The Monroe Fire Department and Blackhawk Technical College are holding a seminar featuring Chief Billy Goldfeder as a presenter of "Making Important Changes: Firefighters Scared Straight! not everyone goes home . . . " The seminar is being held February 16th from 9 am to 4 pm at the Monroe High School Performing Arts Center. Attendees are being charged $50.00 for admittance and lunch. (Area departments received a discount if multiple attendees registered). Other area businesses are providing sponsorship with food donations, publicity, etc. (It will benefit Monroe and all surrounding areas such as Albany, Browntown, Wiota, Woodford, South Wayne, New Glarus, Monticello, Brodhead, etc.) Volunteer opportunites will be available on Monday, February 11th to help stuff bags for attendees as well as on Friday, February 15th and Saturday, February 16th for set-up and clean-up. Lane can be contacted if anyone can lend support for this event- (608) 329-2575, (608) 426-5007 or LHEINS@CITYOFMONROE.ORG. There was a short question and answer period after his presentation. We thanked Lane for taking the time to attend and present his information.
Discussion:
a. good opportunity to help multiple areas---the Center would be beneficial to a larger scope/area than most of our past recipients.
b. this fund-raiser is probably one of the largest projects we have been involved with, money-wise.
Addendum:
c. Thrivent name awareness and recognition, with the MERIT Center as recipient, representing many area municipalities and populace!!!
d. attendees agreed that this would be an appropriate use of our Care in Communities monies.
e. no decision finalized as a membership quorum was not present. Approval for project and dollar amount of supplemented funds tabled until all members would be able to have an input. Therefore, a request was put out by e-mail that the Green County Thrivent Board members contact each other via phone or email with their thoughts so that this can be set in motion as soon as possible.
Post Note: As a result of communications that took place between February 5 and February 9, the project was approved for supplemental funding in the amount of $ 1, 600.00. Positive responses for the project came from: Pastor Perger, Barb Unke, Beth Faith, Lloyd Drewes and Renee Rufer. Gene Christensen was out of town. Project so approved.

2. Congregational Coordinator Training Seminar: Pastor noted that is is recommended to have this completed within the first quarter; however, due to time constraints and an early Easter celebration this may not be possible. It will stay on the agenda as something the chapter needs to complete. Paul Bloedern volunteered to contact Jana to see if she had any suggestions on how to complete this within the next month or so.

3. Habitat for Humanity Build: Laverne Gillespie and Fred Giese presented information regarding the local building opportunity in Brodhead. They discussed the expectations of the Thrivent Chapter, members, community and Habitat. Fred also noted that names for possible candidates for housing are always welcome and should be given to Carol Holmes, Green County President of Habitat for Humanity. Our chapter is currently responsible for about $ 6, 500.00 towards the current home. This can be in the form of wholesale products, in-kind skilled labor, cash or any combination of the three.

OLD BUSINESS:
A. Coordinator Training Joyce Drewes, as Past President Advisor, was nominated by Jana Hoffmann, our Lutheran Community Services team member, to lead the coordinator training meetings. Discussion on when where and how to do the training.
We will host a Breakfast with the Board 2008 Kick Off on Saturday, April 19th at the Swiss Alps, Monroe, starting at 8 AM.
1. All coordinators and 2 other participating church group representatives (Could be members of the church council or two interested church members) will be asked to attend. We will let each church coordinator decide who else to invite from their church. Possible 65 to 70 participating.
2. A Chapter Coordinator newsletter and e-mail notification will be sent for this event.
3. The Kick Off agenda will include, but not limited to:
a. coordinator duties and reporting requirements for a paper trail for their congregational care funding (Renee Rufer)
b. updating church memberships
c. explanation of volunteer hours to report
d. Thrivent Builds presentation (Gayl Christensen, our Thrivent Builds/ HH Chapter Specialist) Coordinate with Bill Petri, Thrivent Builds Lutheran Community Services team member.
e. Gr Cty HH presentation (Laverne Gillespie and Carol Holmes) on Green County build site and our Chapter obligations to assist in these builds ( $6, 900 is our goal along with in kind, pro bono, "nail pounders", meal and snack donations at site and project fund raising efforts).
f. Question & Answer session
4. Beth Faith moved to provide participating churches with Thrivent cups and napkins. Barb Unke 2nd the motion. Approved.
B. Join Hands Day- Saturday, May 3rd at 3 PM. All Thrivent members will be asked to meet at Gene & Joyce Rufer’s homestead, N 3755 Hwy 69, (North of Monroe) for hand-outs of garbage bags, safety vests, and instructions. We will "pick up trash" on our two mile section of Hwy 69 North of Monroe from Cty FF to Cold Springs Rd. When finished (approx 5 PM) all participants will be treated to Pizza Hut pizza. May 3rd is also the N’tl Join Hands Commemoration Day.
RAIN DATE: In case of severe weather (thunderstorms and lightning)- the date will be changed to Sunday, May 4th, same time and place. Light rain will not postpone the Hwy 69 pick up for Saturday. A Chapter post card notification will be sent out for this event.
C. MERIT CENTER- Project fund raising and paperwork for the MERIT CENTER is completed. Green County supplemental funding was awarded for $ 1,600.00 and was disbursed. MERIT Center raised $ 9, 395.00 from this event with 211 volunteer hours reported.
NEW BUSINESS:
A. Green County Habitat for Humanity Fund Raiser- Bike for Habitat- Brodhead - Saturday, May 17th- Gr Cty HH guest representatives spoke on this event as a possible way to commit to a spend down of our $ 6, 950 financial goal for Thrivent Builds in cooperative venture with Gr Cty Habitat for Humanity. Put on hold until after the Coordinator Breakfast with the Board 2008 Kick Off on April 19th and the Gr Cty HH presentation on this date. A mailing and e-mail notification will be sent to all coordinators and churches.
B. Sundae on a Monday- Chapter Social- Twining Park, Monroe - Monday, June 5th. The June Chapter board meeting will be held this date at 6 PM.
1. Free ice cream sundaes and/or root beer floats will be provided by the Chapter from 7 to 8 PM. At 8 PM everyone will have the opportunity to attend the Monroe City Band Concert at the Twining Park Band Shell.
2. A Chapter membership post card announcement and e-mail notification will be sent for this event. Gene and Gayl Christensen will purchase the ice cream, toppings, serving items and root beer.
C. Green County Chapter Care in Community & Care in Congregation supplemental funding forms will be sent by Renee Rufer to Post Prom, Threads of Love, and Shepherd of the Hills Quilters as possible Chapter approval projects.
1. Renee is requesting supplemental funding completion forms and RECEIPT forms from ALL community and congregational coordinator projects. IRS ruling and Thrivent Fraternal requires a "paper trail" from each project when receiving supplemental funding from Thrivent dollars.
2. The Chapter Annual Audit required by Fraternal has to be verified (audited) and filed by the end of February each year and we need to be accountable for these supplemental funding dollars. The completion forms would fulfill that requirement and the Chapter would be in compliance with IRS requirements and rulings. As a Chapter, would not have to file separately, but can file jointly with Thrivent Fraternal.
D. Discussion on 2008 Chapter Excellence Award criteria. One requirement is to host a Financial Seminar. There are seven seminars to choose from.
1. Consensus was to host a seminar in the Fall along with the Congregational Appreciation and Awards Banquet. We will coordinate dates with Steve Schultz, our Lutheran Community Services Team member who is state licensed (through Thrivent Financial for Lutherans Investments) and trained to lead this type of financial seminar.
2. Paul Bloedorn, our area Fraternal Financial Advisor, will be asked to assist with this seminar. Our responsibilities for hosting the financial seminar are program booklet costs ( $ 4.00 each), location, date, time, projection screen, microphone setup, refreshments and/or meal. Lutheran Community Services provides the expertise and resources.
3. Put on hold until dates can be coordinated with Steve, Paul, Jana and location site.

ANNOUNCEMENTS:
The Green County Thrivent Financial for Lutherans Chapter was presented with a Chapter of Excellence Award at the January 19 Regional meeting attended by Joyce Drewes, Renee Rufer and Barb Unke. Paul Bloedorn will receive this to hang in his office.

Old Business
Saturday, April 19th 8AM Breakfast with the Board 2008 Kick-Off. The Swiss Alps is reserved for our breakfast.
All church Congregational Coordinators, their guest and two more representatives from each church are asked to be in attendance.
Presenters will be Joyce Drewes (filling in for Jana), Renee Rufer and Green County Habitat for Humanity representers.
Renee will order pens and pads for the breakfast on the 19th. Cups, etc. will be ordered after the meeting for those churches with coordinators in attendance and will be sent to each church as a thank you for attendance. Renee will purchase these on her own credit card and then be reimbursed by the Chapter.

Saturday, May 3rd Join Hands Day/Highway 69 clean-up plans-- All Thrivent members and their guests are asked to meet at the Gene & Joyce Rufer’s homestead at N 3755 Hwy 69, (North of Monroe) for hand-outs of garbage bags, safety vests, and instructions. New Business
Requests for Care in Community Supplemental funding:
1) Julie Ruef: Benefit meal and auction April 19 at the Albany Lion's Club to help with medical expenses and household expenses. She needs a heart transplant and has already spent considerable time in the hospital, and likely will spend more. We approved supplementinmg up to $ 2,500 but they will need to provide specific information as to what expenses they will have that we can pay -- not to recipient. Gene moved; Beth 2nd the motion; Approved w/o discussion.
2) Lennys Luchsinger/ (Church Women Quilters ??): Hands on/requested $ 500 for quilting. Denied as currently submitted. Recipient is herself, which we can't do. Request resubmitting application with appropriate recipient information.
3)Threads of Love: Hands on/Requested $ 500. Chapter will approve supplemental funding for $ 200. As we have already helped them 2 years in a row. There are many other resources for free quilting material. Gene moved; Beth 2nd the motion; Approved w/o discussion.
4) Sullivan Family: Spaghetti Benefit dinner at Pizza Hut. Death of the father/daughter seriously burned. Upon submission of appropriate paperwork, $ .75 on the dollar raised - up to $ 2,500. will be supplemented. ( up to $ 1,870. was approved) Renee moved; Beth 2nd the motion: Approved w/o discussion.

OLD BUSINESS:
1. Julie Ruef Benefit- Albany Lion’s Club Project needs Paperwork sent in to Chapter. Fred Ruef was asked to contact Pres Dennis Perger for clarification.
2. Lennys Luchsinger- Cover Girls Quilters. Requested Hands On funding of $ 500.00. Barb U. Moved to approve the $ 200.00 Hands On Funding Request to Cover Girls Quilters. Beth Faith 2nd the motion. Approved. Renee R. will send a letter to Lennys to explain our reasonings for reduced funding to Cover Girls Quilting. The Chapter felt that the funding should be less this year, previous Chapter fundings have been made to ongoing projects of recipient. ( Material and supplies donations could be procured from other sources such as St Vnicents, Wal Mart, Land’s End, area motels, etc). It is noted that the Chapter does appreciate the time and effort put into their project.

3. Diane Fjelstad- Threads of Love- Requested Hands On funding of $ 500.00. At the April Chapter Board meeting, we granted $ 200.00 funding as the Chapter felt that the funding should be less this year, previous Chapter fundings have been made to the ongoing project of recipient. Renee R. sent a letter to Diane F., Threads of Love last month to explain our reasonings for reduced funding. (Materials could be procured from St Vincents, Wal Mart, Land’s End, etc) Diane returned letter of “disappointment”. It is noted that the Chapter does appreciate the time and effort put into this project.
4. Sundae on a Monday- Monday, June 2nd at Twining Park, Monroe from 7 to 8 PM. Renee R. has reserved the shelter house across the road from the band shell. A Chapter post card invite will be sent to all Green County’s 1,327 members. All Thrivent members, family and their guests are welcome to attend. Attendees will be treated to complimentary ice cream sundaes and root beer floats. At 8 PM the Monroe City Band will preform at the Band Shell. Gene and Gayl C. will purchase ingredients and supplies. The Chapter Board meeting will be at 6 PM at the shelter house.
5. Thrivent Builds/Habitat for Humanity- Gayl Christensen- Bike 4 Habitat- Saturday, May 17th at Brodhead- Fund raiser for any riders from Green County Lutheran churches and other riders registered with Gayl C. will go towards our goal to fund raise $ 6, 900. towards the Browntown build site. Gayl has contact names for all Green County Lutheran TB/HH Congregation Champions. Gayl will be in contact with them throughout the year. Green County Lutheran church’s volunteer builders, breakfast, lunch and snack preparers, gifts in kind, and financial contributions will be encouraged. The Browntown HH ground breaking will be Sunday, June 8th. Work day hours are set from 8 to 3 everyday with the big work days being every Saturday. Estimated time of project build completion is mid July. 2009 TB/HH home build applications are available with a Blanchardville set build.
6. Paul Bloedorn is trying to get our Highway 69 AAL Chapter sign changed to Green County Chapter Thrivent Financial for Lutherans. This sign is the designated 2 mile Highway Clean-Up area that the Chapter sponsors for trash pick-up each Spring and Fall.
7. Pres, Dennis Perger asked for feed back on the Chapter Breakfast with the Board 2008 Kick-Off meeting with Coordinators and Habit for Humanity presentation held on Saturday, April 19th. All agreed that the HH presentation went well. The Green County HH members presented a deatiled and informative presentation. (27 people were in attendance. Attendance break-down included: HH Board members-4; Lafayette County churches and interested persons-4: Congregational Coordinators-6 of our 27 coordinators attended; Green County Board members-6; and guests of Coordinators and Board members- 7).
NEW BUSINESS:
1.Monticello Playground equipment-Rachel Rufer presented a $ 1, 600. request from the Chapter for a Hands on project involving approximately 3, 500 volunteer hours to construct new playground equipment at the Monticello Park. Wood playground equipment was deemed unsafe and removed, as it was over 25 years old. New equipment is purchased and a work day will be Saturday, May 17th at the park for construction. Gene C moved to approve $ 1, 600. For the project. Beth F. 2nd the motion. Motion carried.
2. Inquiry on financial medical help from Green County resident. Information will be sent to family on ways to apply through Chapter. Tabled til further information submitted.
3. Beloit Snapper’s Ball Game- Information sent to Chapter on attending sometime this year. Last year 35 tickets were purchased from Snapper office with $ 135. donation to Green County HH. Tailgate picnic with dish to pass, drinks, brats and lamb brats (donated by Rollie Schmidt). Gene Christensen will contact Snapper office for more details, pricing and dates of availability with fireworks after the game. Tabled til costs and dates are received.
4. All Chapter picnic- Discussion on event and location. Barb U. made suggestion on changing location to Monticello this year. Asked to procure costs at Monticello Park by the swimming pool for an open swim and shelter house rental. Renee R. will get pricing for Recreation Park, Monroe. Date of Chapter picnic is dependant on location availability and costs. Tabled til dates and costs are received.
5. TB/HH float for Browntown Dairy Days Parade- Sunday, June 22nd. Suggestion on having float in parade. Gene and Gayl have offered tractor and wagon for the use of float. Ideas are more than welcome for the float design. Contact Gene or Gayl with design ideas. Gene and Gayl will set decorating date closer to time of parade.

OLD BUSINESS:
1. Lennys Luchsinger -$ 200.00 Chapter funding approved. Awaiting response from Cover Girls Quilters.
2. Julie Ruef $ 2,500.00 Chapter funding approved. Fund raiser completed. Awaiting paperwork before funds are disbursed. $ 14, 000.00 was raised by the Albany Lion’s Club.
3. Jeffrey Sullivan $ 2,500.00 Chapter funding approved. Fund raiser completed. The Chapter approved payments to providers for medical and household expenses. In this payment process, some bills submitted by family were questionable. A request for a more detailed (ledger) information and/or clarification of general credit card charges by Financial Director, Renee R. will be sent to the Sullivans before any of these payments can be paid by Chapter.
4. Martin’s Sporting Goods- Martin’s engraves our Thrivent Fraternal Baptism Medallions. The Chapter pays these costs out of the Chapter Operating Funds. The medallions are a complimentary benefit available to our Congregational Coordinators/Lutheran Church bodies to present to any and all adult and youth baptized in their churches. Beth Faith inquired if the engraving is still available as a project. The Chapter has an outstanding bill at Martin’s. Barb U. Moved to pay this outstanding bill and to set up a "running balance account" of $ 50.00. Gene C. 2nd the motion-amended. Motion approved.
5. Congregational Coordinator Appreciation Gift for attendance at CC Breakfast with the Board 2008 Kick-Off Meeting held in April. As Thrivent foam cups are still available, the Chapter will order and present to the churches represented.
6. TB/HH- Gayl C. Discussed the results of the Bike 4 Habitat. Our TB/HH fund raiser and/or "gifts in kind" goal for the Browntown TB- Build is $ 6, 500.00. Through Gayl’s work and contact with our Chapter Lutheran church bodies and individuals, we have financial support intent for $ 4, 200.00, leaving only $ 2, 300.00 to fund. It is noted that we are asked (required) to provide 50% of the work force at this build. Work will start in July and hopefully be completed in October. The groundbreaking on the Browntown build is June 18th at 8 PM. Gayl requested forms of intent from all churches and individuals should be returned to her as soon as possible.
7. Gene C. will contact Beloit Snapper’s Ball Park to inquire about tickets and dates including fire works and giveaway game nights. This will be an All Chapter Invite Social to attend a Beloit Snapper Minor League Ball Game at Pohlman Park, Beloit.
NEW BUSINESS:
1. Join Hands Day- The Chapter received $ 1,000.00 funding to use for this project. JHD is joining hands of Thrivent adult, youth and their guests to provide or construct something of value. Ideas were to clean up a cemetery, ACS Relay for Life donation to the walkers, plant wild flowers along roadsides, build bird and bat houses and assemble gift boxes for church’s giveaway. We have used $ 144.57 of the initial funding and need to use up the remaining $ 855.43 by June 30th or it will removed from our account.
Barb U. moved to provide $100.00 for Jordan Canopy Tent Rental and $150.00 for food expenses for the Chapter sponsored Join Hands Day project for Relay for Life/ACS Walk-Run to be held June 12 & 13th at the Monroe High School Track Field. - 2nd by Lloyd D. Motion carried. Discussion on first motion. Pastor Perger moved to amend previous vote to reflect and provide $125.00 for Jordan Canopy Tent Rental and $175.00 for food expenses for the Chapter sponsored Join Hands Day project for Relay for Life/ACS Walk-Run to be held June 12 & 13th at the Monroe High School Track Field. Gene C. 2nd the motion- amended. Motion carried.
2. Discussion on the remaining $ 555.43 funds. Renee R. Moved to invite Adult and Youth in our Chapter to participate in a Build A Cedar Birdhouse and/or Bat House project and provide a Pizza Hut meal afterwards. Barb U. 2nd the motion. Motion carried. Lloyd and Joyce D. have done such a project and offered to precut the cedar wood to make kits to build bird and bat houses. They will purchase all wood and materials for the construction. Renee R. will try to rent the Shelter House by the ball park across the road from the Band Shell for Saturday, June 28th from 10 AM to 2 PM for this event. Alternate locations discussed. (need not be Thrivent members to participate)
PRIOR BOARD BUSINESS DISCUSSIONS: No actions taken at this meeting. Listed as reference.
1.TB/HH float for Browntown Dairy Days Parade- Sunday, June 22nd. Suggestion on having float in parade. Gene and Gayl have offered tractor and wagon for the use of float. Ideas are more than welcome for the float design. Contact Gene or Gayl with design ideas. Gene and Gayl will set decorating date closer to time of parade. No action taken.
2.All Chapter picnic- Discussion on event and location.Barb U made suggestion on changing location to Monticello this year. Asked to procure costs at Monticello Park by the swimming pool for an open swim and shelter house rental. Renee R. will get pricing for Recreation Park, Monroe. Date of Chapter picnic is dependant on location availability and costs. Tabled til all dates and costs are received.
